The Vermont Tobacco-Free College Campus Initiative is proud to support Vermont colleges, universities, technical schools, trade schools, and other postsecondary education programs to create a healthy and safe environment to learn, live and work.

Improving campus tobacco policy takes dedication and we use the following levels to publicly recognize the campuses engaged in a commitment to creating a tobacco-free and/or smoke-free campus in Vermont communities.

1st Magnitude

School has had a 100% smoke-free or 100% tobacco-free policy that is acknowledged and enforced for at least 1 year.
2nd Magnitude

School has a tobacco policy that limits secondhand smoke exposure by designating smoking to specific areas that are at least 50 feet away from buildings, parking lots, entrances and other common areas. Or school has implemented a 100% smoke-free or 100% tobacco-free policy that has been in place for less than 1 year.

School is working toward a smoke-free and/or tobacco-free policy and has identified a target date for policy change and a plan of action.

The American Nonsmokers' Rights Foundation publishes a list of campuses that have comprehensive tobacco-free or smoke-free policies in place. As of October 1, 2014, there were 1,477 smoke-free campuses, of which 975 were completely tobacco-free. A growing number (292) also prohibit the use of electronic cigarettes on their campuses.

When considering policy language, promotion and implementation for your campus it is important to recognize that there is no one-size-fits-all model. However, when it comes to improving health on campus and reducing the negative impacts of tobacco smoke and litter the more of the following list you can check off the more successful you will be:

  1. The college/university campus is 100% tobacco-free. Tobacco use by staff, faculty, students and visitors is prohibited at all times in all college/university affiliated buildings, on all college/university grounds and at all off-campus meetings, conferences and fundraisers. (Tobacco use is defined as the use of any tobacco product, including but not limited to cigarettes, cigars, chew, snuff, snus, and non-FDA approved nicotine delivery systems, such as electronic cigarettes.)
  2. Appropriate signage explaining the campus policy is posted at key locations, including entrances to campus, buildings, parking lots and on the grounds.
  3. Educational materials about tobacco use, treatment opportunities, secondhand smoke and the campus tobacco policy are readily available for students, faculty, staff and visitors.
  1. Tobacco education, prevention and cessation information and resources are integrated into existing trainings, events and programs.
  2. Tobacco treatment services are a covered benefit in the college/university's insurance package for employees and dependents and in the offered student insurance plan.
  3. The advertisement and/or promotion of tobacco products is not allowed on the college/university campus or at satellite facilities, including advertising in university publications, such as newspapers and magazines.
  4. The sale and/or free distribution of tobacco products and paraphernalia is prohibited on campus and at all campus sponsored events, including by any student group or organization.
  5. Campus supported organizations and events are prohibited from accepting money or goods from tobacco companies.
  6. The college/university has a written policy stating that it refuses all donations from the tobacco industry and divests itself of all tobacco company stock.
  7. The college/university provides information on 100% smoke-free local lodging to campus visitors.
